Secondary Suite and Accessory Dwelling Unit Grant Program

In order to apply for pre-qualification of grant funding, the homeowner must have an active building permit for a secondary suite or accessory dwelling project.

The following requirements must also be met in order to be eligible to receive grant funding:

• Applicant must be the titled owner of the property. Home Builders are not eligible to apply for this program
• Applicants may only apply for one grant per titled property
• Secondary suite projects must be proposed within an existing constructed building. Secondary suite projects that are part of a new build are not eligible for funding under this program
• Property taxes and utilities must be paid and up to date
• The property must be designated Traditional Neighbourhood (TN) District under the Land Use Bylaw
• The secondary suite or accessory dwelling unit project must be in compliance with the Land Use Bylaw
• Upgrades to existing approved secondary suites or accessory dwelling units are not eligible for funding
• A building permit for a secondary suite or accessory dwelling unit project must in place.  Any lapses in the building permit will result in projects being disqualified from the program

Eligible grants funding is limited to:

• 50% of construction costs up to $5,000 per existing non-compliant (illegal) secondary suite or accessory dwelling unit
• 50% of construction costs up to $10,000 per newly constructed secondary suite or accessory dwelling unit

• Contact Planning Services to determine if a Development Permit is required for your secondary suite project
• Apply for a Building Permit to ensure the project is constructed to meet all Safety Codes requirements.

• Within 5-10 business days you will notified if your project qualifies for funding, and what amount is reserved for your project
• If funding is no longer available, and your project qualified for funding, your application will be placed on a waitlist

• Complete all of the necessary construction work under your approved Building Permit and schedule final inspection(s) 
• Schedule final building inspections
• *Please note that any lapses in permits will result in cancellation of funding approval, and/or removal from the program waitlist, as applicable

Please note, requests for payment of prequalified funds that are received after November 15 may not be processed until January

• Examples of eligible expenses include:
  • Development Permit Fees
  • Building Permit Fees
  • Fees for professional plans/drawings required for permit submissions
  • Construction/labour costs related to work under approved building permit
  • Construction supplies/materials for the project
     
• Examples of ineligible expenses include:
  • Routine maintenance
  • Landscaping
  • Cosmetic renovations or repairs (i.e. painting, bathroom makeovers, replacing kitchen cabinets and counter tops)
  • Modifications or repairs to any component of properties other than those required for the creation of a legal secondary suite or accessory dwelling unit
     
• Invoices should include: the company name/address, date, invoice #, description of services/materials/labour, and amount. If the invoice is for services it should also reference the location where the services are provided. Sales receipts should show an itemized list with clear description of product purchased
   
• All invoices and receipts submitted must be accompanied by a proof of payment. Examples of acceptable proof of payment include: cheque or bank draft cleared by bank, credit card payment slip, credit card statement line item, e-transfer bank statement line item, point of sale purchase receipt.

• Am I required to have a second water metre for my secondary suite? No, a separate water metre is not required for secondary suite projects. *Please note that the Town does not set up separate utility accounts for secondary suites.
