ABOUT THE POSITION

The Clark County Public Works Department is seeking qualified candidates to apply for the Right-Of-Away Agent I/II position.  This position performs professional level work related to acquisition, management, transfer, sale or disposal of real property. 

Right-Of-Away Agent I: $25.48 - $39.47 hourly
Right-Of-Away Agent II: $27.48 - $42.62 hourly

The Right-Of-Away Agent I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Right-Of-Away Agent II.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Human Resources.  

Human Resources reserves the right to call only the most qualified applicants to the selection process.

Some positions may be used to fill term Limited-Permanent positions.  The selected candidates will be hired for a special project or duties of a limited duration and be required to sign a term of employment letter specifying condition and exact dates of employment.  The successful candidates will be eligible for benefits during the duration of employment.

Some positions may be Grant Funded.  Grant Funded positions are subject to continuation based on availability of grant funds and the employee will be terminated without right of appeal when such funds are no longer available.

MINIMUM REQUIREMENTS

Education and Experience:

Right-of-Way Agent I - Equivalent to a Bachelor's Degree in Business or Public Administration, Real Property Administration or a field related to the work. Experience related to real property transactions may be substituted for the education on a year-for-year basis.

Right-of-Way Agent II - In addition to the above, minimum of one (1) year of full-time professional real estate experience involving the acquisition and transfer of real property. Experience in a public agency setting is desirable.

Working Conditions: Attend meetings outside of normal working hours.

Licensing and Certification: Must possess a valid Nevada Class C Driver's License at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

EXAMPLES OF DUTIES

Reviews and analyzes appraisals, title reports, deeds, legal descriptions, easements and other documentation related to a property under consideration for acquisition. Acquires real property and/or property rights from other governmental agencies. Contacts property owners or their representatives regarding the acquisition of their property. Meets with property owners and/or their representatives to discuss the purchase of real property, easements, facilities and water and mineral rights; addresses concerns such as assessed valuation, fair market value, recent comparable sales, improvements, loss of rental income, liens and similar issues. Prepares appropriate documentation for formal offers to purchase. Negotiates final contract terms with property owners and/or their representatives; following established guidelines, makes concessions regarding specific improvements and other agreements that may be required prior to or during construction. Obtains signatures and returns documents to the title company; prepares required deed and escrow instructions and other documentation as required to close escrow. Oversees the work of technical or professional support staff engaged on a contract basis; ensures that they are following County policies and procedures during the negotiation process. Initiates condemnation procedures if a purchase cannot be agreed upon by working with the District Attorney's office; testifies in court as required. Provides information to property owners, their representatives, the public and others regarding the County's right of way policies and procedures. Maintains accurate records and files. Prepares a variety of written materials including correspondence, offers to purchase, agenda items, legal descriptions and reports of work performed. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Uses standard office equipment, including a computer, in the course of the work; drives a motor vehicle to visit property sites and attend meetings.

PHYSICAL DEMANDS
