ABOUT THE POSITION

The Clark County Public Works Department is seeking qualified candidates to apply for the Assistant Manager Offsite Construction position. This position manages, coordinates and directs staff and activities involved in inspections for construction related to complex residential, industrial and commercial construction, improvement and repair projects for compliance with codes, ordinances and regulations. 

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

Human Resources reserves the right to call only the most qualified applicants to the selection process.

Some positions may be used to fill term Limited-Permanent positions. The selected candidates will be hired for a special project or duties of a limited duration and be required to sign a term of employment letter specifying condition and exact dates of employment. The successful candidates will be eligible for benefits during the duration of employment.

Some positions may be Grant Funded. Grant Funded positions are subject to continuation based on availability of grant funds and the employee will be terminated without right of appeal when such funds are no longer available.

MINIMUM REQUIREMENTS

Education and Experience: Bachelor's Degree in structural, civil or architectural engineering or a field related to the work AND five (5) years of demonstrated full-time experience in the off-site or construction inspection process, including two (2) years in a supervisory role. Full-time experience working in a permit environment, including dealing with the public and explaining complex policies and procedures, coordinating inspections for complex public works, capital improvement, engineering and developer-built projects, and working with complex information systems activities is highly desirable. Equivalent combination of formal education and appropriate related experience may be considered.

Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

EXAMPLES OF DUTIES

Plans, organizes, administers, coordinates, reviews, and evaluates the work of inspection and associated staff through subordinate supervision. Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required. Develops and implements goals, objectives, policies, procedures and work standards for the division; prepares and administers the division's budget. Provides complex technical assistance and consistent code interpretation to staff and the public involved with the off-site inspection process and/or public works, capital improvement, engineering and developer-built projects; reviews staff interpretations for consistency and appropriateness of application. Assists staff with the resolution of complex or difficult situations; suggests alternatives and ensures that all construction meets code and regulatory requirements. Contributes to the overall quality of the division's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures. Confers with and represents the department with developers, engineers, architects, contractors, property owners and others to give information regarding codes, regulations and procedures. Directs the conduct of and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations; recommends code changes to incorporate construction technology and materials changes as required. Advises plan checking and permitting staff and others regarding problems that may occur in the field; coordinates interdivisional activities within the department. Coordinates and oversees projects that are reviewed by third-party off-site testing employees; verifies service provided and authorizes requests for payment. Maintains and directs the maintenance of accurate records, logs and files of plans, plan review status, and work performed. Monitors technical developments and legislation related to new materials and new methods of construction; recommends procedural or ordinance changes as appropriate. Prepares and directs the preparation of a variety of reports, correspondence, policies, procedures and a variety of written materials. Attends staff meetings and serves on a variety of task forces and committees regarding division services. Uses standard office equipment, including a computer, drives a personal or County vehicle to visit work sites and attend meetings.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to visit work sites; strength and stamina to inspect various construction projects and facilities; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, over the telephone or by radio.
