Detail of outcome

The Department for Transport (DfT) received 339 responses to this consultation, of which:

  • 286 respondents completed the online survey
  • 53 respondents replied directly by email

There were 227 responses from individuals and 112 responses on behalf of organisations.

There is clear support across a wide range of groups for the creation of an independent branch to investigate road collisions from a safety learning perspective, as:

  • 93% of respondents agreed or strongly agreed with the creation of a Branch
  • 93% of respondents agreed or strongly agreed with the Branch’s proposed responsibilities
  • 92% of respondents agreed or strongly agreed with the Branch’s proposed investigatory powers

The Branch will be named the Road Safety Investigation Branch (RSIB), in response to discussions with stakeholders.

This response continues to refer to collision and the RCIB in some places to reflect the language used in the consultation.

We have published a de minimis assessment, response and next steps.

This consultation seeks views on the desirability of establishing an RCIB and how it might operate.

An RCIB is suggested to carry out thematic investigations and probe specific incidents of concern to establish the causes of collisions and make independent safety recommendations to help further improve road safety across the country.
